U2, Taylor Swift Top List Of 2011's Highest-Grossing Tours

U2's 360 Tour is the year's most profitable in the U.S. and worldwide.

U2 didn't even release an album in 2011, but that didn't stop them from raking in plenty of cash.

The iconic Irish quartet topped Pollstar's list of the year's most profitable tours, as their massive 360 Tour moved an impressive 2.4 million tickets worldwide, grossing more than $230 million globally. Their North American dates — which were postponed (and subsequently rescheduled) last year as Bono recovered from back surgery — made $156 million, good enough to give them the highest-grossing tour on this continent, too.

Taylor Swift had 2011's second most-profitable North American tour, as her expansive Speak Now jaunt racked up $97.7 million at the box office. Swift's country contemporary Kenny Chesney came in at #3, bringing in nearly $85 million in ticket sales, followed by Lady Gaga, who, despite wrapping up the North American leg of her Monster Ball Tour in April, still managed to bring in $63.7 million at the box office. Bon Jovi rounds out Pollstar's top five, grossing more than $57 million.

Kanye West and Jay-Z's Throne tour ($48 million), Lil Wayne's "I Am Still Music" trek ($44 million), Britney Spears ($38 million) and Katy Perry ($28 million) also made the Top 25 in North America.

British boy band Take That's reunion tour came in second to U2's 360 trek based on worldwide receipts, making $224 million. Bon Jovi grossed nearly $150 million worldwide, good enough for third, with tours by Swift ($104 million worldwide) and Roger Waters ($103 million) rounding out the top five.

Also making Pollstar's worldwide list were Rihanna, the Foo Fighters, Justin Bieber, Usher and the Kings of Leon.

Oklahoma baby is 3rd sickened by rare bacteria (AP)

ATLANTA ? An Oklahoma baby is the third infant this month sickened by a rare type of bacteria sometimes associated with tainted powdered infant formula.

The child, from Tulsa County, was infected with Cronobacter sakazakii but fully recovered, health officials said Wednesday. An Illinois child also rebounded after being sickened by the bacteria. A Missouri infant who was 10 days old died.

The Missouri child, Avery Cornett of Lebanon, had consumed Enfamil Newborn powdered infant formula made by Illinois-based Mead Johnson. Powdered formula has been suspected in illnesses caused by the bacteria in years past.

But health officials say the Oklahoma child had not consumed Enfamil. And Mead Johnson this week reported that its own testing found no bacteria in the product.

U.S. officials are awaiting results from their own testing of powdered formula and distilled water ? also known as `nursery water' ? used to prepare it.

The cases occurred in roughly the same region of the country. At this point, it's not clear that they are connected, said Barbara Reynolds, a Centers for Disease Control and Prevention spokeswoman.

Symptoms can include irritability, lethargy, fever, vomiting and seizures. The infection can be treated with antibiotics, but it's still deemed extremely dangerous to babies less than 1 month old and those born premature. An estimated 40 percent of illnesses from the bacteria end in death.

There are no legal requirements that cases be reported, but the CDC gets roughly four to six reports of Cronobacter sakazakii each year. There have been 10 this year, but that doesn't necessarily mean cases are increasing. Attention over the Missouri death just may have prompted more reporting in the past, health officials said.

That's what happened in the Oklahoma case. That child got sick earlier in December, but after Avery Cornett's death, the case "took on added significance" and was reported, said Larry Weatherford, a spokesman for the Oklahoma State Department of Health.

The bacteria is found naturally in the environment and in plants such as wheat and rice, but in the past also has been traced to dried milk and powdered formula. Powdered infant formula is not sterile, and experts have said there are not adequate methods to completely remove or kill all bacteria that might creep into formula before or during production.

After initial suspicion landed on Enfamil, national retailers including Wal-Mart Stores Inc., Walgreen Co., Kroger Co. and Safeway pulled a batch of the powdered infant formula from their shelves.

Oil eases after Iran threat, Italy gets debt boost (Reuters)

LONDON (Reuters) ? Crude prices broke a six-day rally on Wednesday after Iran's threat to stop the flow of oil from the Gulf was written off as no more than rhetoric, while a strong short-term Italian debt sale eased stress in European markets.

Tehran said on Tuesday it would stop oil transiting through the Strait of Hormuz if sanctions were imposed on its crude oil exports because of its nuclear ambitions. Washington said it saw "an element of bluster" in the threat.

Brent fell 0.9 percent to $108.28 a barrel by 1150 GMT after climbing more than a dollar in the previous session. Prices have surged over 5 percent since December 16.

European shares reversed early losses to add 0.5 percent (.FTEU3), while Asian stocks slipped, leaving the MSCI world equity index (.MIWD00000PUS) flat on the day. Futures pointed to a slightly lower open on Wall Street.(.N)

"The threat by Iran to close the Strait of Hormuz supported the oil market yesterday, but the effect is fading today as it will probably be empty threats as they cannot stop the flow for a longer period due to the amount of U.S. hardware in the area," said Thorbjoern bak Jensen, oil analyst with Global Risk Management.

It has been an ugly year for equities outside the United States.

MSCI's broadest index of Asia-Pacific shares outside Japan (.MIAPJ0000PUS) fell 0.7 percent, keeping it on course for a 2011 loss of 18 percent, underperforming a 12 percent decline in European shares (.FTEU3) and a 9 percent drop in world stocks.

Japan's Nikkei stock average (.N225) ended down 0.2 percent, on track for a 17.6 percent drop this year. (.T)

Naohiro Niimura, a partner at research and consulting firm Market Risk Advisory Co, said the chances of a violent confrontation with Iran were remote for now but added the tensions would be a major source of volatility in 2012 along with the unresolved euro zone debt crisis.

EURO CURBED

The euro held above an 11-month low against the dollar after Italian short-term debt costs halved at auction, helped by a new government austerity package and cheap liquidity from the European Central Bank.

The country faces the more difficult task of selling long-term debt on Thursday where there will be a greater reliance on international investors to buy 8.5 billion euros of debt with maturities of up to 10 years.

Analysts said market tensions could easily reignite. Italy faces almost 150 billion euros of debt refinancing in February-April alone.

"Tomorrow's auction is more important and will give more insight into general sentiment. Today was a warm-up," said Neil Mellor, currency strategist at Bank of New York Mellon.

The euro was last marginally higher on the day at $1.3071.

Safe-haven German Bund futures were barely changed while yields on Italian 10-year bonds dropped to 6.8 percent, just below the 7 percent rate that is widely seen as unsustainable in the long term for the country's finances.

Banks deposited a record 452 billion euros ($538 billion) at the European Central Bank overnight, giving no sign that interbank lending is reviving, although the nearly half a trillion euros of 3-year liquidity handed out by the ECB last week pushed bank-to-bank lending rates lower.

In the United States, data suggested the economy was on track for a moderate recovery, with improving labor market conditions lifting U.S. consumer confidence to an eight-month high in December although U.S. single-family home prices fell more than expected in October.

Wall Street ended flat on Tuesday following a five percent rally last week which pushed the S&P 500 into positive territory for the year.

Gold edged lower, tracking falls in industrial metals and equities.

The 19-commodity Reuters-Jefferies CRB index (.CRB) -- largely influenced by U.S. crude oil -- is set for a 7 percent drop in 2011, faring slightly better than equities.

U.S. crude oil has been among the best performers this year with a 10 percent increase, while gold has gained 12 percent as a loss of confidence in the euro zone accelerated investor flight to bullion.

A wedding in the US took an ominous turn when a tornado alarm sounded at the worst possible moment.

The video shows the couple just moments away from being wed.

"If there is anyone here who has just cause why this couple should not be joined in holy matrimony speak now or forever hold your peace," the minister says.

At that moment a loud tornado alarm begins sounding, causing the group to erupt in uneasy laughter.

It is unclear when or where the video was filmed, but it was uploaded to social news website Reddit today.

User Mr_Rawrr posted it with the message saying he was the one who filmed the video.

The video prompted another user to share a similar story.

"Years ago at my cousin's wedding something similar happened," user Plumhawk wrote.

"The altar they were standing on had a lattice with white roses intertwined overhead. As the pastor said the 'speak now' portion of the ceremony, a rose broke off and bounced off the pastor's head.

"Everyone laughed. Within a few years, they were divorced."

Christmas blast kills 19 at Nigeria church (Reuters)

ABUJA (Reuters) ? A powerful blast hit a Catholic church on the outskirts of the Nigerian capital Abuja during a Christmas service on Sunday killing many people, residents said, and one counted 19 bodies from the explosion.

Emergency services said 10 bodies had been recovered from the scene so far, and earlier said there were not enough ambulances available to evacuate all the dead and the wounded.

Witnesses said St Theresa's Church in Madala, an Abuja satellite town about 40 km from the city centre, was packed out and that there were many dead from the blast, which also blew out windows of neighboring houses.

"In these three vehicles, there are 15 bodies," a Federal Road Safety official in a reflective jacket told Reuters on the scene outside a police cordon, gesturing at three ambulances.

Hours later, another blast went off at the Mountain of Fire and Miracles Church in the central, ethnically and religiously mixed town of Jos, witnesses and police said.

A Reuters cameraman on the scene said he saw one lightly wounded policeman from that explosion, but there were no reports of other casualties.

"I heard the blast. My house shook," resident Tony Akpan said of the Madala Catholic church bomb.

"I came out to the front of the church to see what was happening. I counted 19 bodies myself, many of them mutilated, and five destroyed vehicles."

Another witness, Timothy Onyekwere, said: "We were in the church with my family when we heard the explosion. I just ran out. Now I don't even know where my children or my wife are. I don't know how many were killed but there were many dead."

Some said the blast was inside and others thought it came from just outside the church.

National Emergency Management Agency (NEMA) spokesman Yushau Shuaibu, who had earlier confirmed there had been a bombing at a church, later put out a statement saying the blast had been on the highway nearby, not at the church itself.

It was not known who exploded the bomb but Nigerian security forces are battling the militant Islamist Boko Haram group, which wants to impose Islamic sharia law across the country split roughly equally between Christians and Muslims.

"We are presently there, evacuating the dead and the injured, but unfortunately we don't have enough ambulances, the NEMA spokesman said by telephone. "Most of our ambulances have gone to operate on the major highways of the country," he added.

A Reuters reporter at the scene said the whole area around the church was cordoned off by police. The reporter saw thousands of angry youths set up burning road blocks on the main highway from Abuja leading to Nigeria's largely Muslim north.

Police and the military tried to disperse them by firing live rounds into the air along with tear gas amid chaotic scenes.

BOKO HARAM LINK?

There was no claim of responsibility, but Islamist sect Boko Haram has been blamed for dozens of bombings and shootings in the north, and has claimed responsibility for two bombings in Abuja this year, including Nigeria's first suicide bombing on the U.N. headquarters in August that killed at least 23 people.

Last Christmas Eve, a series of bomb blasts around Jos killed 32 people, and others people died in attacks on two churches in the northeast of Africa's most populous nation.

Gun battles between the security forces and Boko Haram killed at least 68 people in two days of fighting in northern Nigeria, authorities and hospital sources said on Saturday.

Boko Haram has been blamed for scores of shootings and bombings in Nigeria's remote, semi-arid northeast, including a spate of attacks in the past few weeks.

Boko Haram -- which in the Hausa language spoken in northern Nigeria means "Western education is sinful" -- is loosely modeled on the Taliban movement in Afghanistan.

Rights groups say more than 250 people have been killed by Boko Haram since July 2010.

On August 26, a suicide bomber struck the U.N. building in Abuja. At least 23 people were killed and 76 wounded by the bombing which gutted the ground floor and smashed almost all the windows. Boko Haram claimed responsibility on August 29, demanding the release of prisoners and an end to a security crackdown aimed at preventing more bombings.

The blast was the first known suicide bombing in Nigeria. It marked an escalation in the group's tactics and revealed an increase in the sophistication of explosives it uses.

Powerful Darfur rebel chief dead, Sudan says (Reuters)

KHARTOUM (Reuters) ? Sudan's armed forces have killed the leader of Darfur's most powerful rebel group, state media said on Sunday, dealing a severe blow to insurgents in the remote western region in their nearly decade-long war with Khartoum.

The Darfur conflict has rumbled on since mainly non-Arab insurgents took up arms in 2003, saying the central government had left them out of the political and economic power structure and was favoring local Arab tribes.

Khalil Ibrahim, head of the Justice and Equality Movement (JEM), emerged as one of the most powerful rebel commanders. In 2008, his fighters drove across the arid western terrain and launched a shock attack on Khartoum, killing over 200 people.

Sudan's authorities have long hunted Ibrahim, who had taken refuge in neighboring Libya under Muammar Gaddafi until the leader's overthrow deprived him of his safe haven, and had refused to sign a Qatar-brokered peace deal.

Al-Sawarmi Khalid, Sudan's armed forces spokesman, said government forces killed Ibrahim early on Sunday morning as he tried to cross into South Sudan, which seceded in July under a 2005 peace deal that ended a separate, decades-long civil war.

"The armed forces clashed in a direct confrontation with Khalil Ibrahim's rebel forces, and were able to eliminate Khalil Ibrahim, who died with a group of commanders," Khalid told state television.

JEM officials did not answer phone calls for comment on Sunday, but Al Jazeera television quoted Ibrahim's brother as confirming the death, saying he died in an air raid on his military convoy.

The death of Ibrahim, often described as commanding and charismatic, could be a major blow to JEM, although tightly restricted access to Sudan's conflict zones has made it hard to gauge the actual strength and internal unity of insurgents.

"Khalil's death is an important symbolic victory for the Government of Sudan - JEM has long been the most formidable military opposition in Darfur," Aly Verjee, a researcher at the Rift Valley Institute think tank , said.

"I don't think JEM will disappear with Khalil's death, but there's a risk that JEM fractures without his leadership, as has happened with the SLM (Sudan Liberation Movement) and other rebel movements in Darfur."

FIGHTING GOES ON

The United Nations has said as many as 300,000 people may have died in Darfur, where Khartoum mobilized troops and mostly Arab militias to crush the uprising. Khartoum puts the death toll at 10,000.

While violence has died down since the mass killings reported in the early days of the conflict, law and order have collapsed and the area has been hit by attacks by bandits, militias, soldiers and tribal groups in recent years.

Some 2 million people have fled the fighting, the United Nations says.

Various Darfur rebel groups, including two factions of the Sudan Liberation Army (SLA), have fought on despite a huge United Nations-African Union peacekeeping operation set up in 2007.

Qatar brokered a peace deal which Sudan signed this year with the Liberation and Justice Movement (LJM), an umbrella association of smaller groups.

But JEM and the other major rebels groups have refused to sign the document, dampening hopes the region will soon see lasting peace.

In November, Darfur's main insurgent groups said they had formed an alliance to topple President Omar al-Bashir with other rebels in two border states, where fighting broke out around the time of South Sudan's independence.

Islamist in its outlook, Ibrahim's group has cooperated in the past with the more secular SLA rebels, although their different ideologies and histories have led to tensions.

JEM has claimed military advances as recently as last week, saying on Saturday its fighters clashed with government militias in parts of the North Kordofan state and were planning to advance on the capital Khartoum.

The report could not be independently verified.

Ibrahim died during a clash in North Kordofan's Wad Banda area, where authorities have accused JEM of attacking civilians and looting in the region, Sudan's state news agency SUNA said. The rebel group denies the charges.

The International Criminal Court has charged Bashir with masterminding genocide and other crimes in the region, accusations Khartoum dismisses as political.

Ancient "purity" seal found near Jerusalem temple site (Reuters)

JERUSALEM (Reuters) ? Israeli archaeologists said on Sunday they had found a 2,000-year-old clay seal near Jerusalem's Western Wall, confirming written accounts of ritual practices in the biblical Jewish Temple.

The button-shaped object bears the Aramaic words "pure for God," suggesting it was used to certify food and animals used in sacrificial ceremonies.

The Western Wall is part of the compound revered by Jews as the Temple Mount, where Islam's al-Aqsa mosque and Dome of the Rock shrine now stand in a holy complex Muslims call the Noble Sanctuary.

"It seems that the inscribed object was used to mark products or objects that were brought to the Temple, and it was imperative they be ritually pure," the Israel Antiquities Authority said in a statement announcing the find.

The authority said it believed it was the first time such a seal had been excavated, providing direct archaeological evidence of ritual activity in the temple described in ancient texts.

China police fire teargas, TV shows confessions (Reuters)

HONG KONG (Reuters) ? Riot police fired teargas to break up a protest against a planned power station in southern China on Friday and state media showed confessions by two detained activists in an obvious bid to get protesters off the streets.

Hong Kong Cable Television Ltd. showed police firing several rounds of teargas in Haimen town in Guangdong province, sending hundreds of people scuttling, many covering their mouths and noses with their hands.

Chinese police also detained a reporter, a cameraman and a technician from Hong Kong Cable at the scene, but released them by late afternoon, according to a station staff. Hong Kong Cable is run by I-Cable Communications Ltd, a unit of Wharf Holdings.

Hours after the police action, state-run Shantou Television station carried interviews with two detained protesters, a man surnamed Li and a woman surnamed Yung. Sitting behind bars with their heads bowed and handcuffs in full view, the two took turns to confess.

"It was wrong to surround the government and block the highway," Li said, with his eyes lowered.

"I do not know the law. If I knew, I will not block the expressway. If I could have understood this, I wouldn't have been so brash," Yung said, her voice shaking.

Shantou Television also lined up several Chinese legal experts and quoted them as saying that such actions carried a maximum penalty of five years in jail.

The protests in Haimen, a coastal town of about 120,000 people under the jurisdiction of Shantou city, intensified this week just as people about 130 km (80 miles) further along the coast in Wukan village called off a 10-day blockade of a protest against a land grab by officials.

LATEST IN GROWING STRING OF PROTESTS

Protests in China have become relatively common over issues such as corruption, pollution, wages, and land grabs that local-level officials justify in the name of development.

People in China are also increasingly unwilling to accept the relentless speed of urbanization and industrialization and the impact on the environment and health.

Chinese experts put the number of "mass incidents," as such protests are known, at about 90,000 a year in recent years.

While Communist Party rule is not directly threatened by such incidents of unrest, officials fear they could coalesce into broader, more organized challenges to their power.

Residents of Haimen first took to the streets on Tuesday to protest against plans to build a new coal-fired power plant after what they complain has been years of heavy air and water pollution from existing power plants.

"Villagers complained that the current power plants had led to a rise in the number of cancer patients, the deterioration of the environment, and a drop in fishing hauls," Xinhua reported on Friday.

"The Shantou city government announced Tuesday evening, shortly after the protest, that the project would be suspended, said Xinhua, referring to the plan by a joint venture of Huadian Power International Corp to build the coal-fired power plant in Haimen.

Some village residents said that they knew nothing about the announcement, while others said they had no trust in the suspension decision.

The existing power operator in Haimen, Huaneng Power International, denied that the current unrest had anything to do with its business plans.

"We say we have no new project because our generators 3 and 4 are nearly complete and will begin operations next year," a Huaneng spokeswoman told Reuters in Hong Kong.

However, a document posted on November 29 on the website of China's Ministry of Environmental Protection said Huaneng had proceeded with constructing its third and fourth generators without first getting the ministry's approval. It told Huaneng to cease building them and any plans to operate them.

Welcome to Growing Up Geek, an ongoing feature where we take a look back at our youth and tell stories of growing up to be the nerds that we are. Today, we have a special guest: programmer, app designer, artist and geek, Steven Troughton-Smith.
I was born to be an artist. I was always the kind of kid that doodled when bored in class; I used to spend hours creating the most intricate symmetrical robots or plotting maps for world domination. Somewhere along the way I realized that the thing I really wanted to design was software, and I'd really have to learn to start programming to be able to make what I saw in my head exist.

As a child of four I was exposed for the first time to a computer -- a Macintosh IIsi. When I wasn't playing SimCity 2000 or Spelunx, I was dabbling in Photoshop 3.0. I was fascinated by the Mac and would spend hours learning all the intricacies of how it worked. I discovered an Amstrad 286 in our attic at some stage -- my mom's old work computer -- and set to work trying to figure out the arcane incantations to show something more interesting than a DOS prompt onscreen. (Eventually I found some Windows 2.03 floppy disks about the house and forcibly upgraded it -- it wasn't much better off for my efforts). Then, in 1998, I met RealBASIC.

Sciamma pictures the story in dappled sunlight and wooded fields that, though not far from dull apartment blocks, have an out-of-time seductiveness.

Open-minded and open-ended, Tomboy is a portrait of pubescence on the brink of chrysalis.

There are nevertheless some marvelous moments.

Coming-of-age tale tackles gender confusion with humor and heart.

Tomboy reveals a side of pre-adolescence rarely (if ever) depicted on the big screen, yet it never feels like a curiosity piece, nor is Laure (Zo? H?ran), the titular character, portrayed as an outsider from a troubled home.

Sciamma (Water Lilies) deserves great praise for what she has accomplished with a simple film addressing a complex subject.

"Tomboy" is so specific and intuitive that I kept thinking, "How do the filmmakers know this stuff?"

Tomboy captures a delicate moment in time before issues of sexuality so much more complicated and calculated.

As the sisters come to see that dresses and haircuts and behaviors are a means to create a self, to communicate with others, Tomboy doesn't offer an easy answer; instead, it lets you wonder why gender must be so definitive.

...a well-intentioned yet hopelessly inert piece of work.

Tomboy is a charming film about childhood and identity.

Seems like the first episode of a TV mini-series rather than a stand-alone feature film.

Against a backdrop of overly programmed 'issue dramas,' this superb movie is notable for its strong foundation in character and wholesale investment in psychological motivation, rather than salacious plotting.

Tomboy was the deserving Jury winner at the Berlin Film Festival of the Teddy Award for the Best Gay or Lesbian film.

a melding of youthful allure, keen dramatic structure and the delicate art of directing the young

Celine Sciamma is a filmmaking force to be reckoned with in the coming years. Her story-writing ability, deft hand at directing and understanding of her young actors makes her someone to watch.

What the payroll tax 'fiasco' will cost the GOP: 5 theories (The Week)

New York ? Republicans are getting hammered for their bungling of the payroll tax cut extension. How badly will it hurt the GOP going into an election year?

House Republicans are on the verge of "caving" to the Senate and White House in a bruising fight over extending the popular payroll tax holiday, which expires Jan. 1, says ABC News' Jonathan Karl. At this point, House Republicans are just scrambling "for a face-saving way to give up" and accept the two-month extension agreed to overwhelmingly in the Senate. Whatever the House does, though, it will likely be too late to erase the damage Republicans have inflicted on themselves. Here, five theories on how the payroll tax fight will affect the GOP:

1. The GOP is handing the 2012 election to Obama
"GOP Senate leader Mitch McConnell famously said a year ago that his main task in the 112th Congress was to make sure that President Obama would not be re-elected," says The Wall Street Journal in an editorial. But given the hash he and House Speaker John Boehner made of this tax fight, "they might end up re-electing the president before the 2012 campaign even begins in earnest." The standoff has already given Obama a poll boost, and it's also hurting his potential 2012 rivals, says Joshua Green in The Boston Globe. "They are all scrambling to win over the conservative base," so some are siding with the unpopular House payroll tax revolters ? a stance that could haunt them next year.

2. And control of Congress to the Democrats
It's not just Obama "in a stronger re-election position" because of the GOP's bungling, says The Wall Street Journal editorial. This "payroll tax fiasco" is also making the already-unpopular GOP-controlled House even more loathed, and "the chances of Mr. McConnell becoming Majority Leader in 2013 are declining." If this chaotic and sloppy House-Senate GOP communication breakdown continues next year, we're headed for "the return of all-Democratic rule."

3. Republicans have lost their key advantage on taxes
Maybe the worst casualty for Republicans is the loss of their "strongest and only remaining brand advantage: Tax cuts," says Martin Longman at the?Booman Tribune. What's shocking about how this has played out, says Derek Thomson at?The Atlantic, is that Obama actually conceded a lot to Republican in the Senate bill, and he's still "somehow put the party of tax cuts in the position of walking out over a broad tax cut." This debate is as much about winning as it is taxes, and Republicans aren't just losing this round, "they are losing their own debate."

4. And they're losing the middle class
It's certainly "a reversal of the customary positions" for Democrats to be united and Republicans divided over a tax cut, says Green in The Boston Globe. So it looks especially bad for the GOP that its "sudden reluctance involves a tax cut that broadly benefits the middle class rather than the rich." Voters are noticing. Obama's recent five-point approval bump in a CNN poll was from big gains in the middle class, and a new ABC poll has Obama not only beating Republicans on taxes, 46-41 percent, but also killing them on who voters trust to protect the middle class, 50-35 percent.?

5. Hold on. Republicans will win this in the end
"None of the obvious storylines to come out of this latest congressional skirmish look all that good for Republicans," says David Weigel at?Slate. But the GOP is very good at getting the "policy sweeteners" it wants, even if it takes a short-term political hit. "The cynic's bet is that the story of GOP dysfunction won't matter" in the end. All the House Republicans have to do is wait for the Democratic side to blink, "and it always does," especially when their president is up for re-election.

National Guard at border cut to fewer than 300

(AP) ? The Obama administration will keep a reduced contingent of National Guard troops working along the Mexican border for the next year, the Defense Department said Tuesday.

Starting in January, the force of 1,200 National Guard troops at the border will be reduced to fewer than 300 at a cost of about $60 million, said Paul Stockton, assistant secretary of defense for homeland defense.

The remaining troops will shift their focus from patrolling the border on the ground looking for illegal immigrants and smugglers to aerial surveillance missions using military helicopters and airplanes equipped with high-tech radar and other gear. Exactly where those troops will fly or how many aircraft will be used has not been decided, he said.

"We are basically going from boots on the ground to boots in the air," said David Aguilar, deputy commissioner for Customs and Border Protection.

Border Patrol Chief Michael Fisher said his agency is working on identifying the "areas of greatest concern" along the border ? areas that include Arizona and South Texas ? and will station troops and aircraft accordingly.

President Barack Obama ordered a second round of Guard troops to the border last year, with the first of those troops arriving in California, Arizona, New Mexico and Texas in August 2010. President George W. Bush first ordered Guard troops to the southern from 2006 to 2008. They were supposed to be in place for about a year but Obama extended the deployment earlier this year. The smaller force is now expected to remain until the end of 2012.

Stockton said the remaining troops are "transitioning to much more effective support."

"This provides us with more flexibility in dealing with the persistent challenges posed by cross-border movement and illegal crossings," Stockton said.

According to the Government Accountability Office, the Pentagon has previously spent about $1.35 billion for the deployments under Bush and Obama.

Stockton said the Pentagon has budgeted about $60 million for the mission in 2012.

Congressional Republicans have objected to reducing the number of troops, arguing that the border isn't secure and reducing the number of people patrolling the area doesn't help security.

"If the Obama administration's goal is border security, their actions undermine their objective," said Rep. Lamar Smith, a Texas Republican and chairman of the House Judiciary Committee. "The administration's decision to draw down the National Guard troops along the U.S-Mexico border makes an already porous border worse."

Aguilar, who previously led the Border Patrol, said Tuesday there is still work to be done at the border but that successes in securing the frontier have allowed DHS to reduce the number of troops and change the mission.

In the fiscal year that ended Sept. 30 Border Patrol agents at the southern border made 327,577 arrests, the fewest since 1972. There are also more than 18,500 agents patrolling the border, the highest number in the agency's history.

When Bush first deployed the National Guard, there were just over 11,000 Border Patrol agents in the area who made more than one million arrests.

Hopes fade for the missing in Russia rig accident (AP)

MOSCOW ? Hope was running out Monday for scores of oil workers missing for more than a day in remote, freezing waters off Russia's east coast after their floating platform capsized and sank during a severe storm.

Maria Dubrovskya, spokeswoman for the Emergencies Ministry in Russia's Far East, said rescue workers have pulled out 10 bodies from the Sea of Okhotsk. Russian news agencies are reporting that more bodies have been seen in the water, but the rescue team has not been able to retrieve them.

Of the 67 men aboard, 14 were plucked alive from the icy waters immediately after the accident and taken to a hospital.

Forty-three are still listed as missing but chances of their survival are negligible as the water temperature in the area is 1 degree Celsius (33.8 Fahrenheit).

The Interfax news agency quoted the rig's owner as saying that a life raft with 15 people has been spotted in the area. But the Emergencies Ministry and military officials would not confirm that.

The ministry said there are four vessels, one helicopter and one airplane in the area searching for the missing men. Helicopter shots from the area on the NTV television channel showed nothing floating on the partly ice-bound sea.

Russia produces most of its oil onshore and it hasn't seen any significant oil platform accidents in the past years.

The floating oil rig capsized Sunday morning as it was being towed about 200 kilometers (120 miles) off the coast of Sakhalin Island amid a fierce storm. It started sinking after a strong wave broke some of its equipment and the portholes in the crew's dining room.

One of the survivors, Sergei Grauman, said on Russian state television that the platform's portholes were smashed in a second and the crew had struggled to fix them.

"Everyone rushed to the deck," he told the First Channel station. "It all felt like a movie."

The Kolskaya platform ? 70 meters (226 feet) long and 80 meters (262 feet) wide ? was built in Finland in 1985, and is owned by Russian offshore exploration firm Arktikmorneftegazrazvedka. It has recently done some work for Russian energy giant Gazprom. It was on its way to a port in the Far East when it capsized.

There has been no report of environmental damage, but any is likely to be negligible because the rig only carried a small amount of fuel.

Russian newspapers on Monday speculated whether there could have been fewer deaths if the rig's owner had taken more people off the rig before it was moved.

Russian law allows only a "minimal number of crew members" to be aboard the platform while it is being towed and bars any non-crew members or "passengers".

Reports said that at least 14 people aboard were not crew members.

Senator Al Franken asks about Carrier IQ, the companies answer: the complete breakdown

Two weeks ago, smack-dab in the middle of the CarrierIQ saga, Senator Al Franken pounded his fist on the table and demanded answers. He wanted to know what CarrierIQ is all about and why several US mobile providers and manufacturers felt the need to install potentially invasive software on the phones of unsuspecting consumers. Senator Franken sent Sprint, AT&T, T-Mobile, Samsung, HTC and Motorola a series of thirteen questions each, trying to get to the bottom of what each company is doing with the mysterious software. So far, all but T-Mobile and Motorola have complied with the Senator's wishes, as the two remaining companies were given until December 20th to have their responses submitted (we'll update this post as those are made public).

As we reported previously, the Senator wasn't all too pleased by what the companies had to say. But what exactly is found in these pages and pages of documents? A few answers, and some more questions. We have pored through each company's letter, so follow us below as we break down their responses to each of the Senator's queries.

Note: The level of involvement by the government seems to be making an impact, as Sprint is now disabling all Carrier IQ software on its devices so that data cannot be collected anymore. Its response to Senator Franken, however, should not be discounted as it provides insight into why the carrier's been a "valued customer" of CIQ's since 2006, and how it's been using the data it has collected over the past five years. Lending her effervescent personality to her good looks (there are two assets in particular she's not shy about), there's not a lot to dislike about the 27-year-old.
